SC to hear Centre's plea on April 30

New Delhi, Apr 9 (UNI) The Supreme Court today fixed April 30 for hearing of the applications filed by the Centre, UPSC and some states seeking modification of the apex court judgment dated September 22, 2006 on police reforms in the country to make the police administration more efficient and result oriented.

A bench comprising Chief Justice K G Balakrishnan and. Justice R V Raveendran, however, refused to hear the review petitions filed by some states in the open court.

Centre is seeking modification of several directions issued by the apex court namely - the appointment of National Security Commission and giving minimum two years' tenure to the DGP irrespective of his age of superannuation.

Additional Solicitor General Gopal Subramanium, appearing for the Central government, pleaded that it was not possible to fix minimum tenure of two years for a DGP if the officer attains age of superannuation earlier.

UPSC in its application has contended that it was not involved in the selection process of senior police officers of the states.

The Union government has also expressed its inability to constitute NSC.

Some states have sought extension of time for implementing the judgment of the apex court while two states have filed a review petition.

The apex court had directed the Centre, states and union territories to set up separate cells for investigation and policing and had also directed to include leader of opposition in the proposed National Security Commission and State Security Commissions. The judgment had come on a PIL filed by former DGP of Uttar Pradesh Parkash Singh.
