New Delhi, Apr 3: Japan today announced the launch of a new international initiative aimed at creating an 'Arc of Freedom and Prosperity', with South Asia as the central pillar, to promote democratization, growth and connectivity among countries.

''The outer rim of the Eurasian Continent has seen historic transitions in many Countries. A new frontier, or an arc, has emerged. It is a growth region, more stable than ever, committed to universal values. South Asia indeed makes a central pillar in the Arc,'' Japanese Foreign Minister Taro Aso said in his address at the inaugural of the 14th SAARC Summit.

Mr Aso pledged that throughout the transitions, Japan will be 'their running mate.'' Japan has been granted the Observer status in SAARC along with the United States, the European Union, China and South Korea. This is the first time Observers are attending the SAARC Summit.

Mr Aso said his country will continue to support democratisation of Nepal and Bhutan. In Afghanistan, Japan will continue to extend assistance to activities relating to nation building.

He informed the audience that his government has just put an additional seven million dollars into the SAARC- Japan Special Fund, saying that the ''bridge connecting Japan and SAARC will be widened.'' The Minister had a special word for India and Pakistan, stating that they provide his country with crucial materials ''iron ore and raw cotton.'' Mr Aso said Japan will do more, using its knowledge and experiences, in the area of disaster prevention''a common challenge for SAARC countries.'' He affirmed that the Japanese government will co-operate more with SAARC to achieve better regional connectivity and in this regard said assistance will be available for priority projects of the member countries.

''I now feel, that I am here, present at the creation of a historic drama. Remember, that 300 years ago, South Asia, alone produced one-fourth of the world output. What is now unfolding is not a new rise, but a great comeback of a region, and the SAARC fully deserves the drama,'' he said.

''My salute goes to the SAARC leaders whose vision and courage are connecting the nations with each other,'' Mr Aso added.
