Govt appoints inquiry commission for custodial killings

Jammu, Apr 2 (UNI) The Jammu and Kashmir government has appointed a Commission of Inquiry (CoI) to probe custodial killings and fake encounters in the state and submit its report within three months, official sources today said.

The state government, in exercise of the powers conferred by section 3 of the Jammu and Kashmir Commission of Inquiry Act, 1962, appointed a CoI headed by Justice M L Koul, a retired Judge of the High Court.

The Commission, as per the statement, would inquire into the causes, circumstances and conspiracy, if any, which led to the death of some people in fake encounters and killings.

It has also been empowered to fix responsibility of people involved for such killings, if any; and make suggestions or recommendations for preventing recurrence of such incidents in the future.

The custodial killings in the state came to light after the case of Abdul Rehman Padder, son of Mr Ghulam Rasool Padder of Larnoo, Kokernag, District Anantnag in the Valley, whose body was exhumed following allegations.
