Sports lottery: Kerala HC says lottery is not contract
Kochi, Mar 28 (UNI) The Kerala High Court today held that the Kerala Paper Lotteries Act did not give any legal right to any participant to be paid a particular prize or to compel the state government to draw lots for all prizes declared before the sale of the tickets.
Justice Thottathil B Radhakrishnan was dismissing a writ petition filed by K S Sudheer and three others from Kunnamkulam seeking to set aside the draw of the sports lottery held on February two, 2007.
The petitioners challenged the government decision to reduce prize money after sale of tickets.
The court observed that lottery was not a contract but only an agreement by way of wager. It involved only an element of chance with no skill.
