Police Bill 2007 for reformation of the Police Act

Patna, Mar 28 (UNI) Following directions from the Supreme Court, the Bihar government has prepared a draft Police Bill-2007 for reformation of the existing Police Act.

Chief Minister Nitish Kumar today said the bill had been prepared to make the police machinery more effective and bring discipline within the system.

He said the Bill was aimed at ensuring responsibility of the police towards the common man with a pro-people face. The police machinery would be considered as a police service as per the Bill.

According to the Bill, the Director General Of Police (DGP) would be appointed from a panel having officers who have already worked as DGP or selected by a committee constituted under the All India Services Act, 1951. The tenure of the DGP would be of two years and the officer would execute different annual projects and policies of the government.

The power of a magistrate had been deligated in the DGP in the general police district where the officer can exercise the powers under the limitatins fixed by the government. The DGP, inclduing the Inspector General and Police superintendent can initiate action against their juniors in case of any dereliction in duty, disobedience and act of indiscipline.

To tone up the police administration, a state police board would be constituted, comprising the state chief secretary as its chairman, DGP as member and Secretary in charge of the Home department as member secretary. The board which has to be constituted within six months of the passage of the Bill from the House would be responsible to prepare policy-based direction to the police to make it accountable, efficient and more sensitive.
