BJP's demand for all-party resolution over Nandigram invalid:CPI(M)

New Delhi, Mar 19 (UNI) The CPI(M) today accused the BJP of disrupting the proceedings of Parliament giving ''extraneous excuses'' and termed the saffron party's demand for an all-party resolution over the Nandigram issue as ''invalid''.

The CPI(M) said Parliamentary norms did not allow such a resolution as law and order was a state subject.

''Even the members belonging to the RJD, TDP and SP have not favoured the all-party resolution, as there has been not even a single instance when discussion over a state subject has been allowed in Parliament,'' senior CPI(M) leaders Sitaram Yechury and Mohammad Salim told newspersons here.

Mr Yechury, CPI(M) Parliamentary group leader, reminded the BJP that except over the Kashmir issue, no such resolution was ever passed by Parliament since 1952. ''Not even the resolution condemning the post-Godhra riots in Gujarat which claimed over 2000 lives was allowed,'' he said.

Besides, the BJP has not given any notice either for the adjournment motion or the suspension of the Question Hour. Just after the Leader of the Opposition in the Lok Sabha L K Advani finished his speech, the BJP and its allies rushed to the well of the House ''for the simple reason not to allow any discussion over financial matters'', the CPI(M) leaders said.

The Left leaders deplored that even today as many as three Financial Bills were passed without discussion. ''Even the Finance Minister's reply on Budget discussion was not allowed,'' they added.

Mr Salim also took a dig at the BJP leader Mr Advani equating the Nandigram incident with the Jallianwala Bagh massacre.

''How can he even refer to the Jallianwala Bagh massacre as none of the RSS or the BJP members ever participated in the country's freedom struggle,'' he alleged.

The party deputy leader in the Lok Sabha said the BJP did not allow even the Zero Hour in the Lok Sabha. ''The BJP thinks that only its members have the right to speak out and not the members of other parties, which is not justified and acceptable to us,'' Mr Salim asserted.

Referring to the recent killings of farmers and innocent people in Orissa and Rajasthan where the BJP was ruling, the CPI(M) leaders said, ''All such law and order subjects are never discussed in Parliament.'' UNI
