Parliamentary panel raps HRD Ministry for vacant SC/ST posts

New Delhi, Mar 18 (UNI) Expressing concern over non-implementation of the quota policy in filling teachers' posts in central universities, a Parliamentary panel has directed the Ministry of Human Resource Development to make recruitments at the earliest.

There was a large backlog of vacancies reserved for Scheduled Castes and Scheduled Tribes, and the reply given by the Ministry about efforts to remove it was not satisfactory, the department-related Parliamentary Standing Committee said in its 188th Report, tabled in Parliament.

It said the matter came forth while taking up the isssue of large number of faculty vacancies affecting the standards of higer education.

The Ministry, in its reply to the Committe, had admitted that the policy of resrevation was not being implemented in the matter of recruitment to both direct and promotion posts as per the laid down policy.

It said it had issued direction to the UGC in December 2005 to ensure effective implemenation of the resurvation policy.

Moreover on April 2006, the Ministry said, a letter had been issued to Chief Secretaries of all states and Union Territories by the Education Secretary to fill up the vacant posts in an expeditious manner.

However, the Committee felt that the Government's reply did not reflect any serious attempt being made on these counts.

''It appears that the Department had restricted itself mainly to issuing directions to the agencies concerned,'' it said.

''The reply also does not speak about the outocme of directions issued to central universities to fill up the backlog vacancies by December 31 2005,'' the committee added.

It said the Depeartment should take up the matter with agencies concerned in a mission mode and ensure that the existing vacancies were filled up during the first half of this year.
