EC appoints Observers for UP polls

New Delhi, Mar 15 (UNI) The Election Commission of India today appointed 320 officers as observers for the coming Uttar Pradesh assembly election.

Chief Election Commissioner (CEC) N Gopalaswami told newspersons here today that to ensure close monitoring and supervision, one General Observer had been appointed for each assembly constituency.

The 320 observers comprise 234 general observers, 61 expenditure observers and 25 special observers and phase coordinators.

He said the election observers will reach the alloted constituencies at least one day before the last day of nomination and stay there till the end of polling. This would ensure immediate redressal of complaints that are received from various political parties and candidates.

Mr Gopalswami said during the first visit, they will supervise the process of nominations, scrutiny, withdrawal, campaign and polling. They would also supervise preparation of Electronic Voting Machines (EVMs), training of polling personnel and conduct of voter awareness programmes.

All observers have been asked to look into deployment plan of forces in the constituency. They will also have to critically examine classification of hypersensitive and sensitive polling stations. During their second visit, all the observers will monitor counting and declaration of results.

The CEC said the observers have also been given the responsiblity to monitor the deployment and movement of vechiles.

Mr Gopalaswami said the observers had been told to make sure that the affidavits that are filed by the candidates at the time of nomination detailing their movable and inmmovable assets, qualifications, convictions and cases pending in courts, are displayed promimently and made available for public scrutiny without any loss of time.
