Tribal Affairs ministry directs states to prepare TSP

Shillong, Mar 14 (UNI) Union Ministry of Tribal Affairs has asked all the states to prepare a Tribal Sub-Plan (TSP) for the welfare of Scheduled Tribes as a part of their Annual Plan.

The states have been asked to follow the guidelines issued by the Planning Commission (PC) in 2005 for formulation and implementation of TSP.

The inter alia stated that the allocation of funds under TSP should be at least in proportion to the ST population of the states, a separate budget Head/Sub-Head for TSP should be provided, Tribal Welfare Department of the states should act as nodal department for planning and finance, the entire TSP budget should be placed at the disposal of such department and funds provision made under TSP should be made non-divertible and non-lapsable so that it is spent on schemes meant exclusively for the welfare of the STs.
