Budget for health sector reducing

Patna Mar 12 (UNI) The percentage of state health budget is reducing, with only 1.35 per cent of the total outlay being alloted for it in the current fiscal, sources in the centre for health and resource management(CHARM) claimed today.

CHARM executive director Dr Shakeel said, ''In terms of making the financial outlays for the health sector, the present government appears to be reversing the trend started by the previous dispensation.'' The NDA government, in its first ever budget for 2006-07 had allocated 1.48 per cent of the total budget for health, he pointed out.

He said the RJD had earmarked 1.56 per cent of the total budget for the sector in 2005-06. But the NDA, which came to power in November 2005, reduced the percentage to 1.48 in the full budget for 2006-07. The percentage was further slashed to 1.35 in 2007-08.

He alleged that the approach of the present government was "not up to the mark" when it comes to improving the health sector.

The government is slowly moving towards privatisation of the health delivery system as reflected in outsourcing Additional Primary Health Centres, Pathological and radiological facilities, sanitation facilities, ambulance services and others, he alleged. The process of privatisation of the urban health delivery system has already been initiated by the government, he pointed out.

CHARM appealed to the government to increase budgetary allocation for health sector to 5 per cent of the total budget outlay.
