Plea for special assistance to Bihar made in LS

New Delhi, Mar 7 (UNI) A plea for giving special attention to developmental work in Bihar in view of the fact that floods wash away thousands of acres of land and droughts take their toll every year in the state was made in the Lok Sabha today.

Participating in a discussion on the Motion of Thanks on the President's address, Mr Raghunath Jha(RJD) said Bihar needed more funds for the construction of rural infrastructure. More work should be started in the state under the Bharat Nirman Yojana, he said.

Mr Jha said the benefit of 9 per cent growth rate in the GDP had not percolated down to the common man. The poor were still unable to manage two square meals a day. The people were reeling under the shortage of foodgrains and pulses.

He pointed out that 80 per cent of the farmers were marginal ones whose needs for quality seeds and fetilisers, credit and remunerative prices for their produce must be met. The absence of these inputs were weaning them away from farming. Hence, they needed special attention.

Mr Chandrappan(CPI) said there was no mention of the Women's Reservation Bill and Unorganised Labour Bill in the President's Address. Referring to India's foreign policy, he wondered why the country was not playing a lead role in promoting Non-Aligned Movement. He criticised India's reaction to the execution of toppled Iraqi President Saddam Hussein as mild.

Mr Chandrappan feared that if the Mullaperiyar dam was not repaired five districts were likely to be washed out in flash floods. He wanted the issues of Mullaperiyar and Cauvery river to be discussed in the House.
