Commission asks police to file additional affidavit

Mumbai, Mar 7 (UNI) The Maharashtra Human Rights Commission (MHRC) today directed the police, following a written reply filed by DCP Brijesh Singh, to file an additional affidavit furnishing details about the number of times narco analysis test was conducted on serial killer Ravindra Kantrollu.

The MHRC also directed that detail of the number of meetings Ravindra had with his wife and whether the accused has engaged any lawyer or not be also filed. The notice is returnable on April 5.

Mr Singh, who is heading the investigating team, submitted written reply on the petition filed by Kantrollu's advocate Shashi Kunjurman, alleging violation of the Supreme Court's guideline in connection with the arrest of suspected serial killer before the MHRC.

In the reply, Mr Singh denied all the charges mentioned in the petition by Mr Kunjurman, saying the accused has undergone brain mapping, polygraph and narco analysis tests. These tests were conducted with the consent of the accused and as per the procedure and with the permission of the honorable Metropolitan magistrate.

The accused was not a police informer, but was known as 'mawali' (goon) in the police record. The investigation into the matter was on and hence no question of framing him falsely arises, he stated.

However, the Commission was not satisfied with the reply filed by the investigating agency and ordered the police to file the additional affidavite.
