Punjab can attract Art 356 on water issue: Birender

Chandigarh, Mar 6 (UNI) Haryana Finance Minister Birender Singh today said the proposed amendment in the Punjab Termination of Agreements Act to stop flow of river water to Haryana could lead to imposition of President's rule in that state.

''Such a move could attract invocation of Article 356,'' Mr Singh said when his attention was drawn to Punjab Chief Minister Parkash Singh Badal's statement that the Punjab Termination of Agreements Act would be amended to delete its clause 5 that allows existing flow of river waters to Haryana and Rajasthan.

The matter was subjudice and any such move on the part of Punjab government would be against the spirit of federalism, he said.
