'Spell out resource mobilisation for budget schemes'

Admar (Karnataka), Mar 5: Leader of the Opposition in the Karnataka Assembly, N Dharam Singh, today demanded that the JD(S)-BJP coalition Government in the state clearly spell out specific methods of resource mobilisation in its budget, instead of making tall promises to the people.

Addressing newspersons here, he said Deputy Chief Minister B S Yediyurappa, holding the Finance portfolio, kept on announcing several populist measures like ban on sale of arrack, waiver of farmer's loan and implementation of pay commission recommendations, which require funds to the tune of Rs 9,000 crore, without specifying resource mobilisation to meet this additional burden.

Mr Singh claimed that Mr Yediyurappa was well aware that these measures would remain unfulfilled as the fall of the Government was imminent within two months, with former Prime Minister and JD(S) President H D Deve Gowda not inclined to transfer power to the BJP as per the agreement reached between the coalition parties.

Charging the coalition Government with not releasing funds for any development programme despite announcing new programmes, the former Chief Minister claimed that the differences between the coalition parties were deepening further.

On the final award of the Cauvery Water Disputes Tribunal which had forced the people of the State to take up agitational path, he criticised the Government for not arriving at any decision even after a month had passed since the announcement of the verdict. He hoped that the Government would take a decision on March 16.

Mr Singh said the issue of forcible eviction of 46 poor families by the district administration from the 4.5 acres of land notified for veterinary hospital by bulldozing their hutments without prior notice would be raised in the Assembly on March 20 or 21 through an adjournment motion. He demanded that the Government rehabilitate these families.

He claimed that the district administration had totally ignored instructions from the Government against the eviction and indulged in the ''inhuman and heinous'' act under heavy police bundobust.

About the coal-based power plant in Padubidre, he clarified that the Congress would oppose the project as it was likely to pose a threat to human and marine life.
