Ahmedabad, Feb 28 (UNI) The Central Administrative Tribunal (CAT) today maintained that the ''sealed cover'' procedure adopted by the state government for deciding the promotion of Additional Director General of Police R B Sreekumar did not hold ground.

The verdict came in favour of the police officer even as he superannuated today.

Sreekumar, who was the State Intelligence Bureau chief during the initial phase of the February-March 2002 post-Godhra riots, had filed a case in the CAT, challenging denial of promotion in February 2005.

He had also challenged the seal cover method adopted by the government to decide his promotion, citing a criminal case pending against him. He had argued that the sealed cover procedure was applicable when a criminal charge or prosecution was pending against someone but in his case, no charges had been framed against him.

He had said the government had taken action against him after he refused to toe its line during his deposition before the Nanavati-Shah Commission probing the Godhra train carnage and subsequent riots in the state.
