Zero deficit budget with no new tax
Patna, Feb 27 (UNI) Following are the highlights of the Bihar budget for 2007-08 presented by the Deputy Chief Minister Sushil Kumar Modi who also holds the finance portfolio, in the state Assembly today.
-In the full budget of Rs 33257.08 crores no new tax has been imposed.
-State plan increased by 23.6 per cent and Rs 10200 crore earmarked for the planned expenditures.
-Own resources increased to 29 per cent from 8 per cent.
-Borrowing slashed down to 36 per cent from 58 per cent.
-Central assistance remains same as 34 per cent.
-Revenue expenditure controlled.
-There will be revenue surplus of Rs 3483 crore in 2007-08.
-Capital expenditure increased by 11 per cent from the year 2006-07.
-Fiscal deficit in 2007-08 is limited to 4.21 per cent.
-In the planned outlay Rs 1661 crore earmarked for Road construction department.
-Rs 1471 crore for Rural Roads.
-Rs 1335 crore for Irrigation.
-Rs 1013 crore for Rural Development.
-Rs 835 crore for Energy.
-Rs 726 crore for Urban Development.
-Rs 635 crore for Planning and Development .
-Rs 407 crore for Labour and Employment.
-Rs 366 crore for Social Welfare.
-Rs 340 crore for Industry.
-Rs 204 crore for PHED.
-Rs 294 crore for Education.
-Rs 133 crore for Welfare.
-Rs 115 crore for Agriculture.
-Rs 138 crore for Health.
-Rs 43 crore for Home.
-Rs 40 crore for Animal Husbandry.
The non plan Outlays for major sectors are- -For Education the non planned expenditure has been proposed up to Rs 4583 crore in 2007-08, whereas it was Rs 4192 crore in 2006-07 -For Health Rs 989 crore had been proposed under non plan outlay in 2007-08, whereas it was 898 crore in 2006-07 -For Roads the amout is Rs 400 crore in 2007-08, whereas Rs 320 crore was put under the head in 2006-07.
