SP urges Kalam to recall Governor, says acting as second Buta Singh
New Delhi, Feb 20 (UNI) In view of the mounting pressure on the Centre to dismiss the Mulayam Singh Government in Uttar Pradesh, senior Samajwadi Party leaders today called on President APJ Abdul Kalam to demand recall of TV Rajeswar, accusing him of acting as an agent of the Congress.
''We have told Dr Kalam that the Govenor is acting as a second Buta Singh, and under him no fair elections and administration were possible'' SP general secretary Amar Singh told reporters, after coming out of Rashtrapati Bhawan.
He was accompanied by party MP film star Jaya Bachchan and general secretary Ram Gopal Yadav, among others.
In a memorandum submitted to the President, the SP quoted extensively from various Supreme Court judgements and observations to bolster its point that majority of a government should be tested on the floor of the Assembly.
Quoting from the apex court verdict in the Rameshwar Prasad Singh&others case, it said that the drastic and extreme action under Article 356 cannot be justified on ''mere suspicions and whims and fancies of a governor'' and the Council of Minister should not act blindly on his report.
The memorandum also cited the Sarkaria Commmission observation which said that more often than not, the emergency provisions have been misused to promote the political intersts of the party in power at the Centre.
It said the Governor had, in his report, recommended President Rule in the state on mere apprehension of horse trading, which was not fair, and amounted to subversion of democracy.
''It was sad that the Governor was consulting the Congress and the BSP instead of constitutional experts in ascertaining the situation in the state,'' it said.
The party also contended that the urge to impose Central rule in Uttar Pradesh was because the Congress did not want the state to participate in the coming Presidential elections, as the party has no strength in the state electoral college.
The memorandum claimed that its government in the state enjoyed the support of 210 members as against the requirement of 194 in a House of 387 (after disqualification of 13 MLAs and demise of three MLAs).
Contesting the contention of the Congress, the BSP, the BJP and other parties, it asserted that the Supreme Court judgement in the 13 MLAs case had nowhere questioned the legality of the Mulayam Singh government.
In the 30-minute meeting at Rashtrapati Bhavan, Mr Singh said Dr Kalam gave a patient hearing to the delegation and assured them to do ''what is proper''.
