New Delhi, Feb 15 (UNI) Janata Dal(U) president Sharad Yadav today welcomed the Supreme Court decision on Uttar Pradesh MLAs and demanded the dismissal of the Mulayam Singh government saying ''it was neither legal nor constitutional.'' Talking to reporters here, Mr Yadav alleged the Uttar Pradesh government was formed by manipulation and by blatantly violating the legal provisions. ''It was not based on peoples vote but on manipulation,'' he said and demanded that it should be immediately dismissed.

Reacting to the Supreme Court ruling, the JD(U) chief said it came ''late'' and was ''incomplete'' as all the MLAs have not been dealt with. However, the JD (U) still welcomes it, he added.

Asked about his reaction to NDA Convenor and former JD(U) President George Fernandes' comment that Bihar Chief Minister Nitish Kumar has become a ''dictator'', Mr Yadav said it was not proper from him (Mr Fernandes) to make such a comment.

''Our country has democracy and anyone can say anything.

However, it is not proper to make such a comment. He (George) should have taken up the matter with the Chief Minister or me within the party and not take it outside,'' he said. Mr Fernandes was with them in '' struggle'' for bringing about a change in Bihar, so what prompted him to make such allegations, Mr Yadav wondered.

Regarding the Administrative Reforms Commission's recommendation that small parties should form pre-poll alliance in the era of coalition politics, Mr Yadav said morality comes from within and not from any commission. He said that so many laws and policies have been made for education, employment etc but corruption, still continues unabated.
