Former Orissa DGP and Addl DGP chargesheeted by Vigilance

Bhubaneswar, Feb 15 (UNI) The Orissa Vigilance has chargesheeted former Director General of Police N C Padhi and former Additional Director General of Police P C Mishra for committing malpractices in the recruitment of sepoys for various battalions in the state during 2001-2002.

The vigilance department had registered cases under section 13 (2) of the Prevention of Corruption Act against Mr.Padhi and Mr Mishra besides some other senior police officials in 2003 on the allegations of corruption and mal practices committed in the matter of recruitment of Sepoys for OSAP 3rd Battalion.

A press release issued here by the Vigilance Directorate here today said on completion of the investigations chargesheet were filed against the former DGP and the former Additional DGP before the Vigilance court at Cuttack.

It said supplementary chargesheet would be submitted against the co-accused persons who included former Commandant of OSAP 3rd Batallion P K Mohapatra and four beneficiary Sepoys of the said Battalion as and when sanction of prosecution is received against them.

The sources said chargesheets were also filed against Mr Padhi and Mr Mishra before the Cuttack vigilance court in connection with the allegation of corruption and malpractices committed in the matter of recruitment of Sepoys for OSAP 4th Battalion at Rourkela, 5th Battalion at Baripada and the newly created OSAP 8th Battalion, Chatrapur during 2001-02.

Investigation of all these cases revealed that Mr P C Mishra, IPS(Retd), Chairman of the Recruitment Board constituted for the purpose and the then DGP N C Padhi besides others had entered into criminal conspiracy and showed undue official favour to some ineligible candidates by appointing them as Sepoys on the strength of forged certificates produced by them and awarding inflated marks to them under different heads.
