Lucknow, Jan 11 (UNI) The Congress today demanded that Uttar Pradesh Governor T V Rajeswar send a detailed report to the Centre about the ''constitutional abuse'' by the Mulayam Singh government on reconvening the state assembly even after it has been prorogued.

''The Governor has all rights to preserve the sanctity of the constitution and anyone trying to abuse it should be severely dealt with,'' said Congress general secretary and in charge of UP Ashok Gehlot here.

Talking to mediapersons, he said the state government act to confront the Raj Bhawan was ''intentional'' to cause constitutional breakdown in UP.

Earlier, state Congress president Salman Khurshid said the decision of the Mulayam Singh Yadav government to reconvene the assembly session, despite it being prorogued by Governor, amounted to ''abuse of the Constitution''.

Mr Khurshid observed the act of the SP government is a clear and intentional violation of the constitution. ''If the assembly is at all called, it would just be a sitting of a few MLAs.'' He maintained the assembly can only be summoned by the Governor on the request of the state cabinet.

''The session, the first in new year, shall start with an address by the Governor of the state legislature,'' Mr Khurshid pointed out quoting the constitution.
