Congress candidates in Punjab to bear expenses of campaigners

New Delhi, Feb 8 (UNI) The Election Commission today observed that the Congress had put an ''extra burden'' on the party candidates in Punjab by not submitting the names of its senior leaders who will canvass for them in the run-up to the Assembly elections in the state due for February 13.

Talking to mediapersons Deputy Election Commissioner R Bhattacharjee here said, the party did not submit the names of its forty senior members who would be visiting the state for canvassing for their candidates and as a result the cost of bringing them for the campaign will now be borne by them.

He said section 77 of the People's Representation Act was very clear where no notice was required once the last dates were over.

The Commission communicated it to the office of the Chief Electoral Officer (CEO) on February 5.

The Deputy Election Commissioner said as per the rule the party was to inform the office of CEO by January 25th but the party informed the Election Commission on January 27 and to the office of CEO on February 2.

Questioned if Congress President Sonia Gandhi addresses a party rally during the election, how the cost will be met, he said it all depended on the candidates to be introduced then who will bear the cost and a report of which will be taken into account by the election observer.

He said if the party had submitted the list within the stipulated time period, the cost would have to be borne by the party and not the candidates.
