Notice To Haryana Govt. on Women University issue
Chandigarh, Feb 6 (UNI) The Punjab and Haryana High Court today issued notices to the Haryana government and other respondents for February 26 on a writ petition seeking quashing of the Bhagat Phul Singh Mahila Vishwavidyalaya Khanpur Act, 2006 by which the state has set up the first-ever university exclusively for women.
The petition, filed by members of Mahasabha of Kanya Gurukul, Khanpur, alleged that the state government had taken over the movable and immovable properties of Gurukul for setting up the new university without paying any compensation.
The decision to set up the university, it has been submitted, was primarily aimed at usurping the properties of the Gurukul Mahasabha.
The petitioners have also sought directions to respondents against alienating or creating change in any manner over the properties during pendency of the petition.
The Gurukul Mahasabha was running senior secondary school, degree college, polytechnic, Ayurvedic college among others and holds 1129 kanals and 19 marlas of land in various villages including Khanpur Kalan.
As intense groupism had gripped the Mahasabha or the general body of the Gurukul, the state government had on November 10, 2005 appointed the deputy commissioner, Sonipat as the administrator.
However, after the passage of the act, the state government had appointed senior IAS officer and former home secretary Ms.Promilla Issar as the vice chancellor of the new university in addition to her duties as Financial Commissioner.
After preliminary hearing, the division bench of the Chief Justice Vijendra Jain and Justice Rajive Bhalla has issued notices to the state chief secretary registrar of the newly set up university, Mrs Krishna Malik, the former president of the Mahasbaha and the deputy commissioner Sonipat.
