HC orders appointment of selected Haryana Panchayat Secretaries

Chandigarh, Jan 31 (UNI) In a major relief to the concerned candidates, the Punjab and Haryana High Court today ordered the Haryana government to appoint within three months all those 414 candidates who were selected in 1999 by the State Sub-ordinate Services Selection Board (now re-christened as Haryana Staff Selection Commission) for the posts of Gram Panchayat Secretaries as a result of the written test and consequential interviews.

However, the candidates would not be entitled to any back wages or for that matter seniority in service, the 15-page verdict pronounced by Justice M M Aggarwal stated while allowing a bunch of nearly 35 writ petitions by Surinder Singh, a resident of Bhiwani and Rakesh Kumar of Rewari and others.

These were filed against the state government orders of November 12,1999 and November 19,1999 vide which it had respectively decided to adjust on these posts the staff rendered surplus due to abolition of octroi in July 1999 and in withdrawing the requisition to recruit the candidates for the posts of gram panchayat secretaries.

These orders which effectively blocked the appointments of the selected 414 candidates made during the Bansi Lal regime, were issued during the Om Prakash Chautala regime which had taken over after toppling the ministry.

The verdict has however upheld the decision of the present Congress regime led by Bhupinder Singh Hooda on January 17,2006 withdrawing the notification of May 20,2003 leading to the removal of nearly 1100 Gram Vikas Sahayaks appointed by the Gram Panchayats during Chautala regime.

Treating the two issues-failure to appoint selected Gram Panchayat Secretaries and the removal of Gram Vikas Sahayaks-as a common matter, the single bench had reserved its verdict on the conclusion of hearing on January 24,2007.

The Subordinate Services Selection Board had on February 22,1997 invited applications for 414 posts of Gram Panchayat Secretaries and the written test for the same was conducted on February 7, 1999 followed by the interviews in July and the result of successful candidates was declared on August 6,1999.

However, after the change of regime in 1999 when Om Prakash Chautala was installed as the chief minister, orders against induction of selected candidates to the posts were issued by proposing to adjust surplus octroi staff and withdrawing the requisition about recruitment.
