Asom plan fixed at Rs 3800 crore for 2007-08

New Delhi, Jan 31 (UNI) Asom Chief Minister Tarun Gogoi had an hour long meeting with the Deputy Chairman Planning Commission Montek Singh Ahluwalia here today to finalise the annual plan for Asom for 2007-08.

Accordingly, the annual plan size of Asom has been agreed at Rs 3800 crores. This includes special plan assistance of Rs 400 crores for important projects in the sectors of irrigation, flood control, power and poly-techniques of excellence.

Mr Gogoi was of the view Special Economic Zones (SEZ) be set up with full assistance from the Centre till the time private entrepreneurs are not attracted to invest in those projects in the state in view of its locational disadvantage.

He said to overcome this aspect the Centre should provide a different set of incentives for the states's SEZ.

He said the state intends to introduce special programmes to generate two million jobs during the eleventh plan. Involvement of people at grassroots level in planning and development process will be the focus area of eleventh plan, he added.

Mr Ahluwalia said Asom's economy is today in a much better position than before. Against the targeted growth rate of 6.2 per cent for the Tenth five year Plan, it is expected to register a growth of 5.59 per cent only, he added.

He said attention was drawn to the existing scope for improving irrigation facilities. While appreciating achievements in micro irrigation, it was suggested that priority should also be given to larger irrigation schemes.

Attention was also drawn to high drop out rates and distribution losses in power sector. State was requested to expedite early completion of on-going power sector projects. Skill upgradation through vocational education and universalisation of secondary education should also be given priority.

Later talking to newsmen, Mr Gogoi said there is absolutely no threat to the national games from any sector.

Responding to a volley of questions, Mr Gogoi deied reports there is any exodus of non-Assamese from the State. At the same time he also agreed to the fact that migrant labourers are moving out from the State while an equal number of migrant labourers are also entering the state in search of better opportunities, Mr Gogoi added.
