EC expresses satisfaction with clarification on postal ballots

New Delhi, Jan 18 (UNI) The Election Commission (EC) has expressed its satisfaction with the explanation by the officials concerned of the Punjab government regarding a complaint apprehending the 'misuse/manipulation' of postal ballots meant for the Punjab Police.

The Commission has expressed its satisfaction with the clarification given in the matter and the steps taken by the State Chief Secretary and the CEO, an EC release today said.

The matter was referred by the Commission to the Chief Electoral Officer (CEO), Punjab, following a report that the Deputy Commissioner of Jalandhar district, as part of the campaign to enhance Elector's Photo Identity Card (EPIC) coverage, had directed the heads of various departments in his district, including the commandant of the 7th Bn, Punjab Armed Police (PAP), to ensure that their personnel got their EPIC cards made.

In compliance with the DC's directive, the PAP commandant had sought details of personnel in battallions under his control, and the CEO has confirmed that no other functionary of police department, either at headquarters or in the districts, on in the DGP's office, had sought any such information. The state Home Department also confirmed that it had not issued any directions in the matter of postal ballots, and further categorically assured that the instructions concerning the postal ballots issued by the EC will be meticulously observed.

The release noted that the CEO had been in touch with the state's Principal Secretary, Home and had cross-checked with the DC concerned and was satisfied that the allegations of ulterior motives on the aspect of postal ballot are misplaced. It has been informed that the Chief Secretary has directed the DGP to ensure complete transparent functioning so that no cause was given to raise suspicion on any count.

The Commission, however, made it clear that it would not hesitate to take strict action against any person who violates its instructions on the conduct of elections, the release added.
