Guwahati, Jan 12 (UNI) The BJP today asked the banned ULFA to cut its links with the Muslim fundamentalist organisations of Pakistan and Bangladesh, and come out of control on the ISI, before sitting for meaningful dialogue with the government.

Asom unit BJP president Ramen Deka, talking to reporters here after visiting the terror-affected Upper Asom districts during the past few days, said, '' Talks can be held only with sons of the soil. Their grievances can be addressed, but they should act independently. '' '' We appeal to all the separatist groups of the state, including the ULFA, to cut their links with the ISI and other Muslim fundamentalist groups of the neighbouring countries if they want a resolution of their demands, '' he added.

He criticised the government for failing to curb rising ISI activity in the state, adding the BJP had pointed towards growing influence of the Pakistani intelligence long ago.

He said, '' The Chief Minister himself finally conceded that ISI activity was in the rise. This shows a failure of the intelligence machinery. '' Mr Deka added a new 'C' to the BJP's former trio of 'Cs' (Congress, Communist, Communalism), by declaring its opposition to 'Crime against humanity'. He said, '' We will not tolerate any Crime against humanity. Bangladeshi infiltration into the state is also such a Crime. '' He also decried the state government's role in curbing the escalating violence in the state, holding the Congress responsible for growth of terrorism in the state.

He criticised a state Cabinet Minister's statement that the ULFA's carnage in Upper Asom was 400 km away from the National Games venues in Guwahati and it posed no threat to the Games.

He said, '' It is a highly irresponsible statement. The result was that a blast took place right in front of the Dispur police station, just next to the state secretariat. '' The BJP president also demanded a white paper on payment of compensation to victim families in terrorist attacks in the past one year, alleging that money was rarely paid.

He alleged that a section of people had been trying to terrorise the Hindi-speaking people in the state further and force them to leave the state and bring in the Bangladeshi infiltrators in their place.
