HC issues notice to UPSC
Chennai, Jan 8 (UNI) Madras High Court today issued notice, returnable by January 18, to Union Public Service Commission (UPSC) on a petition, seeking to quash the notice issued by the UPSC with regard to civil service examination.
Ms Justice Prabha Sridevan ordered the notice on a petition, filed by M Anusha, an aspiring candidate, seeking to quash the notice dated December 16 in general and the negative marking system in particular in the All India Civil services such as IAS, IPS, IFS and central services.
The petitioner also sought to direct the UPSC to issue a fresh notification, disclosing and declaring that both the raw and final marks secured by all the candidates at various stages of the examination be published as and when the results of that stage were declared, besides disclosing the selection formula applicable to each of the stages of the civil services examination.
She contended that as a norm, the UPSC did not disclose the marks secured by the candidates in the preliminary examination though it had sufficient infrastructure and means to do so.
Describing it as lack of transparency, she said the practice would encourage rigging of scores by vested interests.
As for the main examination, the petitioner said the mode of selection was never revealed.
Pointing out that the UPSC had introduced a negative marking system from this year, she said the non-disclosure of marks as well as the answer keys, in addition to the negative mark system, would affect the prospects of candidates.
