HP: 15 pc plan outlay for backward panchayats

Shimla, Jan 5: Himachal Pradesh Chief Minister Virbhadra Singh has announced that his government would earmark 15 per cent of its plan outlay on 551 backward gram panchayats for their accelerated development.

''Efforts are on for developing backward gram panchayats of the state for which the state government has decided to provide additional funds to them under the Backward Area Sub-Plan (BASP),'' he said, addressing legislative members of Kangra, Kullu, Hamirpur, Una, Kinnaur and Lahaul-Spiti districts during the State Planning Meeting convened yesterday for holding discussions for finalisation of the eleventh Five Year Plan and Annual Plan for the coming financial year here today.

''Additional funds were being provided to 551 declared backward panchayats, out of the total 3,243 in the state, for their accelerated development,'' he said.

The departments should focus on additional resource mobilisation through externally aided projects and concentrate on expanding coverage of centrally sponsored schemes for availing additional funds for developmental activities over and above the state Plan, he said.

The Chief Minister said this was necessary after Prime Minister Manmohan Singh had announced during the National Development Council meet recently that the special category states would revert back to the earlier formula of 90 per cent grant in the case of externally aided projects.

There was no dearth of funds under various central and external programmes and the departments should take advantage of this, he said.

He also directed the authorities to accord top priority for preparing detailed project reports (DPRs) in order to facilitate budgetary provisions for their implementation.

He announced the constitution of Committee of Revenue, Forest, Finance and Planning Secretaries to study the nautor cases of tribal people, saying that it would submit its report within a month so as to facilitate early decision on the pending cases.

Lok Sabha Member from Mandi Parliamentary Constituency, Pratibha Singh, informed that work on Rohtang Tunnel was likely to commence soon with the Centre releasing first instalment for its construction.
