Haryana increases discretionary grants of CM, ministers

Chandigarh, Dec 20 (UNI) The Haryana cabinet today decided to increase the discretionary grants of Chief Minister and Ministers.

The Cabinet raised the Chief Minister's discretionary quota from Rs five crore to Rs six crore and for Speaker, Deputy Chief Minister and Ministers, it would be Rs 75 lakh instead of Rs 50 lakh at present.

Similarly, in case of Deputy Speaker and Minister of State it would be Rs 50 lakh instead of Rs 35 lakh at present.

The cabinet also decided to amend the Haryana Regulation and Control of Crusher Rules, 1992 to increase the fee of licence to run stone crushers from Rs 10,000 to Rs one lakh.

It also approved the proposal of the Labour Department to bring in a Legislation to amend the Punjab Industrial Establishments (National and Festival Holidays and Casual and Sick Leave) Act, 1965 to enhance the quantum of fine to check frequent violations of the Act by the employees of industrial establihsments and also to widen the scope of the Act.

It was decided to increase the quantum of fine between Rs 1000 and Rs 5000, from its existing range of Rs 100 to Rs 500.

The Cabinet also approved a draft Bill to amend the Punjab Labour Welfare Fund Act, 1965 (as applicable to Haryana) so as to make it more effective for coverage of maximum number of employees under the Act, enhance contribution amount and to provide teeth to the Act.

It was decided to amend section 9 A of the Act to increase the amount of contribution by five times from Rs one per month by each employee and Rs two by the respective employer.

Now it would be Rs five and Rs 10 respectively.

The cabinet also amended Haryana School Education Rules, 2003 so as to enact the Haryana School Education (Third Amendment) Rules, 2006 to regulate education in all non-government schools, provide better organisation, development of school education and a uniform code of service conditions for employes and adequate infrastructure facilities.

According to the amended rules, the Director, Secondary Education would be empowered to take action on any act or disobedience on the part of the school management, contrary to the provisions of these rules.
