Government assures to strengthen panchayatiraj system

Patna, Dec 13 (UNI) Bihar government has sought assistance from Patna High Court for training of Sarpanchs in the state to introduce a justice delivery system at village level.

Replying to the special debate on 'depriving the panchayati raj representatives of their constitutional rights', Panchayati Raj minister Narendra Narain Yadav assured the state legislative council that several steps were being taken to make Gram Kachahri (village court) more effective.

He said that Nyaya Mitras(judicial aide) would be appointed to assist the Sarpanchs in disposal of cases.'' Rules and regulations are being framed for recruitment of Nyaya Mitras'' he added.

Mr Yadav said that a proposal had been sent to World Bank seeking assistance in construction of buildings and other infrastructural facilities of village courts.'' Rural community halls would be utilised to run the village courts till their own buildings are constructed'' he added.

Several steps were being taken to give more powers to the panchayati raj representatives for execution of various welfare schemes and recruitment of school teachers.'' Several welfare schemes for weaker section of the society have already been implemented through panchayats'' he maintained.

Mr Yadav claimed that state government had taken a historic step by according fifty percent reservation to women in Panchayati raj institutions.'' Fifty per cent seats for women would be reserved in district planning committees which would be constituted soon, he informed.

Earlier Tarakant Jha (BJP), Usha Sahni(CPI), Ram Badan Rai-JD(U), and Ghulam Gaus(RJD) were among others who participated in the special debate.
