BJP members disrupt MCD house over lack of clarity in building laws
New Delhi, Dec 11 (UNI) Proceedings in the MCD House were disrupted today with members of the opposition BJP blaming the administration for the prevailing confusion on the new building bye laws among the people of Delhi.
The members of the opposition alleged that lack of clarity on the norms was, on the one hand, leading to continuance of unauthorised contructions in the capital while, on the other hand, it had brought to a standstill all developmental work with those wanting to get their houses constructed not sure whether their building plan confirmed to the new norms.
Also, in the absence of clarity on the issue, small shops which were exempt from the purview of sealing as per the ruling of the Supreme Court, were being sealed by the MCD squads, casuing harrassment to the common people in guise of the Court order.
''Even today, while on the one hand unauthorised construction is still going on as before, on the other hand, small shops of 20m area in many areas are being sealed despite them being out of purview of sealing as per the Supreme Court ruling,''the BJP memebrs said.
''Despite two notifications by the Centre, on September 22 and November 20, confusion still prevails on the new building bye-laws,'' Councillor Onkar Singh Thapar said.
Despite a statement by MCD commissioner A K Nigam that orders had been issued to the deputy commissioners of the various MCD zones to pass the maps based on the new norms, BJP councillors alleged that the maps were not being passed as the meeting of the Building plan committee, which is supposed to fix the new norms, was yet to be held.
''Maps based on the new building bye-laws cannot be passed till the BPC meets to clarify certain issues with regard to the new laws,''Leader of the Opposition in the MCD House Subhash Arya said while speaking during a short duration discussion on the issue.
