Mumbai, Dec 7 (UNI) Principal Secretary, Social Justice and Special Assistance Department Ramesh Ubale, today submitted before the Bombay High Court, the action taken on it's orders in regards of appointment of blind people in the state departments.

A division bench comprising Chief Justice H S Bedi and Justice V M Kanade, while hearing a public interest litigation filed by two NGOs --ILS Legal Aid Centre and National Federation for the Blind-- were told that as per the directions of the court, the state government had issued a circular on December 1 for mandatory provision of 'writers' to the visually handicapped persons while appearing exams for recruitment.

Ubale further stated, in his affidavit, that earlier the state provided writers for the blind persons when sought.

He further submitted that as per the court's directions, of the 31 sanctioned additional staff for the Disability Commissioner's Mumbai office, 28 openings have been filled and three are still vacant. Ninty additional staff has been sought for district level offices and has yet to be sanctioned by the state. However, all vacancies will be filled up within three months.

As per the court order for framing a policy for the disabled persons, the state policy already existed from 2001 but the same was not brought to the court's notice earlier, submitted Ubale.

Petitioner's advocate Uday Warunjikar told reporters later that whether the 'writers' will be provided by the state or the candidate has to make arrangement for himself, will be decided on December 11.
