New districts in J

Jammu, Nov 27 (UNI) Jammu and Kashmir Chief Minister Ghulam Nabi Azad today announced that newly created administrative districts in the state would start functioning from April next, as preliminary exercises in this direction had already been initiated.

Addressing a public rally at Kathua, Mr Azad said the creation of new districts was one of the historical decisions taken by his government for the first time in 40 years.

The new districts that would come into existence are Samba, Kishtwar, Reasi and Ramban in Jammu region while there would be two new districts each in south and north Kashmir -- Ganderbal, Bandipore, Kulgam and Shopian.

At present, there are 14 districts in the state.

He said the government had fulfilled almost all promises made in the common minimum programme.

Mr Azad said that approval to the creation of new districts and other administrative units, delimitation commission and increase in assembly segments are some historic decisions taken by the government for the first time in 40 years.

The ''state was going through unpleasant socio-economic weather and sailing in militancy created turbulent waters was not an easy job. We at one hand worked for restoring peace and carried forward development activities with full force on the other'', the Chief Minister said.

Had the militancy not created unfavourable situation and put hurdles in development process would have sky-rocketed, Mr Azad added.

He said dealing with uncalled situations, spending of invaluable energy to curb militancy and incur huge funds on rehabilitation and compensation of terror victims put considerable pressure on spending.

The same amount and energy could have been utilised for providing better basic amenities to the people of the state, Mr Azad added.

Referring to education sector, the Chief Minister said unprecedented growth and expansion had been realised in this sector during the tenure of coalition government, adding that 22 degree colleges, over a dozen of polytechnics had been established.

The Chief Minister also laid the foundation stone of government degree college for women at Kathua, which is likely to be completed at a cost of Rs 5 crore.
