SSA in Delhi marred by slow progress of implementation: CAG report

New Delhi, Nov 9 (UNI) The Sarva Shiksha Abhiyan (SSA), launched in 2001-02 to provide elementary education to children in the 6-14 year age group by 2010, is marred in Delhi by slow progress of implementation and poor utilisation of funds, according to a CAG report.

Coming down heavily on the Delhi Government, the report revealed that SSA, a flagship programme of the Human Resource Development Ministry envisaging close involvement and participation of the local community and stakeholders, was found lacking in both the areas.

''There was no such participation in the formulation of the annual plans which were formulated largely at the headquarters of the Universalisation of Elementary Education Mission (UEE) itself,'' said the report, on the performance audit during 2002-03 to 2004-05.

The District Information System for Education (IDISE) prepared by the mission for 2003 and 2004 was incomplete and inconsistent and it failed to serve as an input to the planning process, the 34-page report, tabled in the Delhi Assembly yesterday, pointed out.

''There was a decreasing trend of enrollment of male students in all the districts expect the North West district which was indicative of either an alarming number if children not join schools or lack of authenticity of the data,'' it said.
