HC's stern observation on self-examination centres
Allahabad, Nov 3 (UNI) Allahabad High Court today expressed prima facie view that the system of self-examination centre (SEC) in Uttar Pradesh is not in the interest of achieving the object of education through our educational system within the constitutional framework.
The court directed the state government to show cause why the operation of GOs issued on September 29 and October 5, 2005 by the special secretary and letter of October 3, 2006 issued by the secretary, UP Madhyamik Shiksha Parishad be not replaced by the old provisions, providing examination centres under the calender of the board of high school and intermediate.
Justice S N Srivastava passed the order on a writ petition filed by committee of management, Sri Mohan Singh Inter College.
The court will hear the case on November 6. UP advocate general has been asked to assist in the matter.
Passing this order, the court said on basis of facts and material available on record, it was clear mass copying has taken shape of business in the examination of high school and intermediate in UP due to introduction of self-examination centres.
''Mass copying has become a source of earning for certain persons in the field of education,'' observed the judge.
The court said the concept of education has been discussed by the apex court in P A Inamdar case, wherein the Supreme Court observed that education is the continued growth of personality, steady development of character and qualitative improvement of life.
