Cognizance, summons against former minister, bureaucrats

Patna, Oct 31 (UNI) Chief Judicial Magistrate Sushma Sinha today took cognizance and directed to issue summons against senior RJD leader and former Water Resources and Forest Minister Jagdanand Singh, former Chief Secretary G S Kang and two senior IAS officers in connection with the transfer of wildlife sanctuary land to Durgawati reservoir project in Kaimur district.

Apart from Mr Singh and Mr Kang the two serving officers against whom the court took the cognizance followed by orders for issuing summons are Hem Chandra Sirohi and V.Jayshankar.

All four accused had been asked to personally appear before the court on December 19.

The court took the cognizance under various sections of Indian Forest Act, Wildlife Act and under IPC.

As per the charges made in the complaint case filed by the Forest Department of Bihar government, the accused had been held guilty of transferring land belonging to the Forest department to the Durgawati resrvoir project. According to the complaint case 160 acre of forest land had been provided to the Water Resoures department for Durgawati reservoir project in 1976 and illegal construction was done on 34.24 acre land.

Mr Singh, Mr Kang and the two bureaucrats had also allegedly allowed constructions in 3.74 acre land belonging to Kaimur WildLife Sanctuary in 1979 following which the immigrant birds had perished. Later 5.44 acre land of the sanctuary was allegedly denotified with the motive to shield the accused, who had allowed the construction work even after Centres directives in the year 2005 to stop the construction work.
