Violence grap in J
Srinagar, Oct 30 (UNI) Notwithstanding some high profile terror strikes by militants in Jammu and Kashmir, the violence graph has shown 19 per cent downward trend during the one-year rule of Chief Minister Ghulam Nabi Azad.
Against 2026 incidents of militants violence in which 817 people, including 568 civilians, were killed during November 2004 to October 2005, only 1642 incidents, leaving 590 including 408 civilians dead, took place registering over 19 per cent decline in terror incidents during the one year of Azad government.
Even allegations of Human Rights (HR) violations have gone down following clear instructions from the Chief Minster to respect HRs and avoid violations along with collateral damage while fighting militancy.
As per the official records available, only nine such charges were reported during the year, lowest ever since 1990. These include four cases of alleged custodial deaths, disappearance of a person in custody and four alleged molestation or rape cases against 27 such cases during the preceding one year.
Serious view was taken on these incidents and enquiries ordered by the Chief Minister, media advisor to Chief Minister K B Jandial said.
He said a cabinet sub committee was set up for monitoring the implementation of the recommendations of the State Human Rights Commission.
While reaffirming that repealed POTA shall not be invoked, the Government decided that security forces and the police involved in anti-militancy operations shall be sensitised to use powers vested in them under various laws in such a way so as to avoid collateral damage.
