CM reviews service conditions of lecturers

Hyderabad, Oct 18 (UNI) Andhra Prdesh Chief Minister Y S Rajasekhara Reddy today reviewed the service conditions of vocational junior lecturers with the Minister for Higher Education, P Venkateswara Rao and senior officials.

Adopting a humane approach, the meeting decided not to retrench any vocational lecturer but to downgrade the status of some of the regularised vocational lecturers to that of time-scale category.

An official release this night said here, these candidates were found to be joined in service with unauthorised and bogus certificates.

Besides, it also decided that those who were appointed under minimum time scale of pay should be downgraded to the category of contract lecturers.

Recently several complaints were received by the government that some of the junior lecturers (Vocational) had been regularized in service or given minimum time scale of pay without satisfying the conditions prescribed in the G O 352. Responding to these complaints the Commissioner Intermediate Board verified service records of all the junior lecturers (Vocational) and found that in 962 cases (out of 1,508) they had been regularized or given minimum time scale without having required educational qualifications or without having required service qualifications or without having both these requirements and show-cause notices were issued to them.

Subsequently, several representations were made by Vocational Lecturers' Associations and People's representatives for considering the matter at government level.

The government clarified that in the G O 101 as claimed by the Associations, no relaxation was permissible in respect of requirement of services. As prescribed in G O 352 of 1994 (read with para-3 of G O Ms 101), it was stipulated in the G O that the claim of rendering honorary service or voluntary service or service for which no payment was made from out of government funds, should not be counted for the purpose of regularisation or minimum time scale.

It was also stipulated that persons who were not in service as on November 25, 1993 should not be considered either for regularization or for payment of minimum time scale.

Even after the issue of G O 101, there had been representations on behalf of the vocational junior lecturers who did not have the required service qualifications, to continue them in the present status, that means under regularization or minimum time scale of pay since they were in more than 13 years of service.
