Mizoram Governor doctrine Gandhi Sarovadhya

Aizawl, Sept 24 (UNI) Governor of Mizoram Lt Gen M.M Lakhera said his doctrine was based on Gandhi's teaching and not the commonly known teaching of the greatest good for the greatest number.

Addressing a seminar on Communal Harmony (Prevention, Control and Rehabilitation of Victims) Bill, 2005, here the Governor said, ''the best way to harvest communal harmony in our culture is to follow the footsteps of Mahatma Gandhi. Gandhi sarovadhya is the belief that I have taken and I do not believe in the doctrine of the greatest good for the greater number.'' Mr Lakhera said this was a heartless doctrine and he wanted this doctrine to be the greatest good for the weakest, poorest and lower section of the society.

The Governor also pointed out a parable from the bible about the shepherd with a 100 sheep who went in search of one lost sheep, which Jesus had told his disciples. He said this was the way that people should act towards others.

Also speaking at the function was Tawnluia, state Home minister who said that after 20 years of peace in Mizoram, the state did not have anything worth mentioning about communal violence.

''The main reasons of communal violence are fear of assimilation, fear of discrimination and the lack of tolerance of other religions.

But since we have had nothing of this sort, no cummnal violence worth mentioning has taken place in the state within the last 20 years,'' he said.

Describing the significance of the bill state law secretary P Chakraborty stated that India does not have any law to prevent the communal violence, the existing penal laws address the issues only after the occurrence.

In that sense, it's an excellent bill for the country in present context, he said adding that ''the Indian Penal Code provides the penal measures for offences releating to communal violances in a number of sections''.

The bill was tabled in Rajyasabha in December last and subsequently home ministry asked all the state goverments to send opinon on it and next parliament will take the decision accordingly.
