Lucknow, Sep 21 (UNI) Uttar Pradesh assembly today approved a new land reform law 'Uttar Pradesh Revenue Code Act 2006' which will replace two existing acts of 1901 and 1950 alongwith some other related acts.

The new Act, after being notified by the government, would replace UP Zamindari Abolition and Land Reforms Act 1950 and UP Land Revenue Act 1901 and 37 other related acts.

Supporting the bill, the opposition maintained that it was brought in a hurried manner and should have been sent to a select committee of the house before its passage.

BSP legislature party leader Swami Prasad Maurya said it took 58 days long discussion before approval of the UP Zamindari Abolition Act in 1950.

The opposition members also suggested several amendments in the new Act during the discussion. The bill was passed the after government accepted 30 amendments suggested by the members.

Yesterday, the government also held an all party meeting to receive recommendation from the opposition on the new Act.

State Revenue Minister Ambika Choudhury said effort was underway since 1970 for this new Act, which was approved by the Law Commission in 2000.

He said the new Act comprises 234 sections, and in general there was no important change from the present two acts which would be repealed after the new one comes in existance.

Talking about the need of the new Act, the minister said several sections of the old acts were either deleted or have become ineffective. Besides, more than 100 amendments in the two acts have led to confusion in land reform norms.

Under the new Act, divisional commissioners are proposed to be made appellate authorities in their respective juridications for settling matter related to mutation, while issues related to land title deeds will continue to be taken up by the revenue board.

As for cases related to encroachments and possession on 'gram samaj' land, district magistrates will be the final authority with no provision of appeal agaisnt their judgement either before the divisional commissioner or the revenue board.
