Train policepersons in spl laws for Scheduled Castes, says NCSC

New Delhi, Sep 21 (UNI) The National Commission for Scheduled Castes (NCSC) has demanded that police training include a component of special laws for the protection and development of Scheduled Castes and Tribes.

Clearing such a paper should be made a must for awarding the certificate, so that before going into the field, the policeman is well aware of the laws and remedies awailable to the SCs and STs against the perpetrators of atrocities and injustice against them.

This kind of training should be made compulsory not only for the police but also for prosecuters and Members of the judiciary.

Moreover, only those persons should be on the prosecution panel as have some experience of dealing with the situation faced by SCs and STs. They should be exposed to the'' socio-economic criminality'' against these castes.

The Commission has stressed that attitudinal change was a must for effective implementation of the laws for the protection of the rights of the SCs. It has said that the new kind of training must be institutionalised.

The suggestions came up at a of the Monitoring Committee set up to review cases under the Protection of Civil Rights Act, 1955 and the Scheduled Catses and tribes (Prevention of Atrocities) Act, 1959.

The meeting was presided over by Minister for Social Justice and Empowerment and Committee chairperson Meira Kumar.

The Commission said that it has sent its suggestions to the states and it had been well received, but their governments had taken no further action.

It urged the Ministry to give a serious consideration to the suggestion to make the police training more oriented towards protecting the interests of the disadvantaged classes.

The Commission also suggested that laws conferring different rights on these classes should be written, in the local language, on boards to be put up at various public places in a locality, so that people could be aware of the laws for their protection, which was a first step towards fighting the injustice.

The Centre could give hundred per cent grant for putting up such boards, it said.
