Pondy Institute to be brought on a par with AIIMS
New Delhi, Sep 7 (UNI) The union Cabinet today cleared a proposal to convert the Jawaharlal Institute of Post-Graduate Medical Education and Research, Pondicherry, (JIPMER) into an autonomous Institution.
The change, to be brought about through an Act of Parliament, would bring JIPMER on a par with similarly placed Institutions such as the All India Institute of Medical Sciences (AIIMS), New Delhi, and the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh, an official spokesperson said.
The JIPMER is presently an attached and subordinate office of the Directorate General of Health Services. In view of this status, JIPMER lacks the financial power under the relevant rules of the Government of India. The rules also do not provide for further delegation of powers.
Therefore, for every major works -- be it construction/expansion of hospital buildings or residential quarters, renovation of wards, creation and filling up of Group 'A' and 'B' posts -- the prior sanction and approval of the DGHS is required.
The Cabinet decision would help create an environment for high standards of medical education, the spokesman said. It would also enable JIPMER to have its own policy for selection and recruitment of manpower. The JIPMER would, thereafter, be able to create its own standards of Medical Education and Research as is being done by AIIMS and PGIMER.
An Act of Parliament would enable JIPMER to get the status of a University and not a deemed University. It would give more freedom and benefits to the Institution in terms of better fund mobilization and organizational development initiatives, he said.
