Draft of anti-terror law in MP: Chouhan
Indore, Sep 6 (UNI) Madhya Pradesh Chief Minister Shivraj Singh Chouhan today said his government had prepared the draft of a special law so that terrorists would be unable to exploit legal loopholes.
''The law will be implemented through an ordinance,'' he told reporters at the local airport in the context of the Chief Ministers' meeting, in New Delhi yesterday, on internal security.
Regarding naxalism, Mr Chouhan felt that development had not percolated to the grassroots level. ''The Forest Conservation Law, 1980, led to hurdles in development of jungle areas and forest-dwellers felt they were given a raw deal. I have drawn Prime Minister Manmohan Singh's attention to the fact that such a legislation must have a human face.'' Foreign assistance to voluntary institutions ought to be monitored.
