Need for localisation of e-governance applications

New Delhi, Sep 5 (UNI) The National Advisory Group on e-Governance today said that there was a need for localisation of e-governance applications and the departments should go in for localisation of e-governance applications.

As such, the importance of putting the citizens and business entities at the centre of planning and design of projects was proposed along with a cluster-based approach to ensure service-centric delivery of government services instead of piecemeal services delivered by isolated departments.

The Group also advocated focus on capacity building, need for flexibility at local level for innovation and the involvement of civil society organisations and small and medium enterprises to ensure the percolation of the plan.

In addition to an emphasis on public service delivery within assured time frames, the Advisory Group highlighted the importance of transparency and accountability as key objectives of ICT-enabled governance.

The first meeting here at New Delhi under the Chairmanship of Communications and IT Minister Dayanidhi Maran was attended by various representatives from the government, academia and industry, including Mr Nandan Nilekani, Infosys; Mr Kiran Karnik, NASSCOM; Prof Subhash Bhatnagar, IIM Ahmedabad; Secretary DoT and DIT and IT Secretaries of various state governments.

The Advisory Group has been set up as a part of the recently approved National E-Governance Plan (NeGP),to advise on policy issues and strategic intervention for speedy implementation of NeGP; to provide specific inputs on MMPs related to objective setting, phasing, implementation methodology; to advise on issues relating to standards, interoperability; and on issues related to capacity building, process re-engineering and change management On this occasion, the Minister also released a CD containing the eGovernance Roadmaps of 15 states.
