Delink communal harmony and fight against terrorism: Modi

New Delhi, Sep 5 (UNI) Gujarat Chief Minister Narendra Modi today said it was not proper to link the concept of communal harmony with the fight against terrorism and called for revival of the scrapped POTA.

Speaking at the Chief Ministers' Conference on Internal Security convened by Prime Minister Manmohan Singh, he said the vote bank politics was deterimental to communal harmony.

Arguing that viewing terrorism with the ''mindset of communal harmony'' would encourage separatists and militant elements in the country and appeasement of a particular community. In fact, such an approach harms the concept of communal harmony, he added.

Urging the Prime Minister to convene a separate meeting at the national level to discuss communal harmony, he said the entire nation should stand united and fight terror.

At a time when the terrorists and naxalites were executing their attacks in a ''well planned and strategic manner'', the Central government should have initiated a comprehensive war with political will by taking the entire nation into confidence, Mr Modi said.

A strategy has to be worked out to strike at the root of the international network of terrorists and naxalites as terrorism, which was confined to Punjab and Jammu and Kashmir earlier, has now spread to other parts of the country and naxalism is also establishing a 'Red Corridor' from Pashupati (Nepal) to Tirupati, he said.

It is high time the Central government revived POTA, Mr Modi said while seeking approval of the proposed GUJCOC Act of the State Govt.

He also sought necessary backing for the police and security agencies from the legal system so that they are also able to sustain their morale and preparedness to fight against terrorism and naxalism.

The Chief Minister also said the Centre has not given its assent to the proposed GUJCOC Act nor given its reply for not approving the same.

He said the fight against terror would be weakened if political parties and other groups fail to reach a consensus on the methodology of tackling terrorism.

Terming terrorism as ''proxy war'', Mr Modi said it was necessary to trace the roots of the NGOs and financial institutions, which are encouraging such acts.

The Gujarat government has been effective in striking at the roots of terrorism and all the anti-national activities till now have successfully been exposed, he said.
