London, Sep 2 (UNI) Pakistan President General Pervez Musharraf has been listed among the world's top 10 dictators in a special issue of the New Statesman along with North Korea's Kim Jong-il, General Than Shwe of Myanmar and other 'ruthless tyrants' of the new world order.

Interestingly, US President George W Bush also figures in the list, based on a readers' survey.

Gen Musharraf has been placed with King Abdullah of Saudi Arabia as being the "west's long standing marriage of convienience", with an affinity for 'oil, money and information".

Having proclaimed a new set of liberal initiatives for his people, such as ushering in democratic freedom and fighting the war against terror, Gen Musharraf is yet to trade his khaki image for a civilian one.

Pakistan also figures in the list of having the third largest army with troops totalling to around 619,000.

This special report looks at the phenomenon of dictatorship in a democratising world. Factors such as 'a high level of personal power with repressive policies, ranging from pre-censorship to fixing elections' have been used as determinants of selection by the magazine. However, no women figure in the list.

Among the most corrupt leaders listed are Yoweri Musevini of Uganda, Hu Jintao of China and Fidel/Raul Castro of Cuba.

According to the survey, the world's top ten dictators are Robert Mugabe (Zimbabwe), Adolf Hitler (Germany), Augusto Pinochet (Chile), Kim Jong-il (North Korea), Joseph Stalin (USSR), George W Bush (USA), Pervez Musharraf (Pakistan), Alexander Lukashenko (Belarus), Ayatollah Ali Khamenei (Iran) and Saparmurat Niyazov (Turkemenistan).
