World Bank cautions NE projects

Aizawl, Aug 11 (UNI) The World Bank has asked power agencies and corporation across North East region to address 'critical challenges' like protecting the livelihood and culture of tribal population before setting up hydro-power projects in their respective areas.

In a strategy report on 'National resources, water and the environment nexus for development and growth in North East India', prepared in collaboration with the DoNER ministry, the bank pointed out that community involvement was crucial in decision-making and efforts to tap the region's hydro power potential.

The bank's observation will give a shot in the arm to voluntary groups working for the protection of livelihood of the communities affected by development projects especially in NE region.

The report further said ''The Northeast region is one of the most biodiverse region in the world and community reliance on natural resources, is high.'' ''Consideration of environmental conservation requirements is of local, regional and national importance.'' Citing instances, the bank said that Arunachal Pradesh had objected to the lower Subansiri and Siang projects because six per cent of the state's population would be displaced, and traditional homelands of smaller tribes submerged.

''This implies a substantial social, political, and cultural impact'', the report said adding ''the Tipaimukh project in Manipur is another example''.
