'Visible decline registered in militancy related acts'

Srinagar, Aug 5: Declaring categorically that zero tolerance for human rights violation and custodial deaths is the commitment of the government, Jammu and Kashmir Chief Minister Ghulam Nabi Azad said every step has been taken to achieve this goal.

At the same time, Mr Azad lauded the role of army and security forces for their sacrifices and meritorious service to the Nation Substantiating his statement with facts and figures, Mr Azad said there has been visible decline in militancy related acts in the state.

Human rights violation has also shown gradual decline since 1996, Mr Azad said while winding up the discussion on security scenario in the Legislative Assembly which continued till last night on the last day of the 6-day session.

Mr Azad asked Legislators, political parties, administrative units and general public to be united in weeding out militancy and bringing rights violations to zero level.

He said forces have been given clear directions they should consider the people, their family and take every restraint while dealing with militancy so that no body is harassed.

He said in identifying and fighting militants, every citizen, political party, administration and the government behind them however, security forces have to take every precaution to see that the common people do not suffer.

Mr Azad said it has been observed that whenever there is any violation of rights committed by security forces, every one as a matter of right, protests it.

Mr Azad said though all of us should have deep concern for human rights and protest if anything of this nature takes place, we should not have double standard while condemning such acts. Explaining the security scenario and complex situation under which police and the forces render their service in the state to protect the life and honour of the people and protect the borders, he said we should understand under which circumstances they are serving and that too for protecting the people from of militants.

''It is astonishing that we all demand increase in security and other such facilities but at the same time, find fault with them and raise fingers against them injudiciously'', he added.

Mr Azad adviced the representatives of people to have a clear cut policy with regard to fighting terror and taking the state towards peace and progress.

He said we should jointly work to achieve peace and progress without indulging in cheap politics.
