Srinagar, Aug 5 (UNI) The Jammu and Kahmir government has approached the centre to provide Rs 1000 crore for meeting the problem of educated unemploy youth.

''The said centre is also being approached to provide funds so that recommendations of the 6th Pay Commission could be accommodated, Deputy Chief Minister Muzaffar Hussain Baigh said in the Legislative Council on bills introduced by him, on the concluding day of the 6-day session. ''Despite financial constraints government is taking every step to accommodate the demands of the employees on account of increasing allowances,'' he said, adding that constitution of Finance Commission would remove all doubts from the minds of some people who think that there has been any disparity on account of distribution of resources.

At the same time, it will provide for equitable distribution of resources at regional and sub-regional level taking into account also backlog of an nature so far as development and employment is concerned, Mr Bfaigh said.

He said the amendment sought in the Jammu and Kashmir Excise Act is to empower the government to fix MRP and regulate the liquor trade.

The house today considered and returned two Bills to amend the laws governing the salaries and allowances of members, presiding officers of the State Legislature, Ministers and deputy ministers.

Another bill was for providing for constitution of State Finance Commission. It also passed to amend the Jammu and Kashmir Excise Act, Aamvat 1958.

The Bills stand already passed by the Legislative Assembly.

The Deputy Chief Minister moved the consideration and passing motions in the council and explained the objects and reasons of the Bills.

A two hour long discussion was held on these Bills, presented by Mr Baigh, in which various members from treasury and opposition benches participated and put forth their suggestions. Most of the members suggested for increasing the salaries of Rehbar-e-Taleem Teachers, Anganwari Workers, Special Police Officers and Contractual appointees.
