Moily advocates reservation for creamy layers among OBC

New Delhi, Aug 4 (UNI) Oversight Committee Chairman Veerappa Moily has advocated reservation for the creamy layers among OBC.

"Oversight committee is thinking that in terms of creamy layer, there will be an inclusive policy.... Oversight committee will evolve an inclusive policy not an exclusive policy among backward classes," Mr Moily said in an interview to TV channel 'Awaaz.' Oversight Committee, set up to suggest ways and means to implement 27 per cent quota for OBCs in central educational institutions including IITs and IIMs, is expected to submit its report by August 31.

Mr Moily said the committee may recommend in its final report the implementation of 27 per cent reservation either at one go or in phases. However, there would not be any attempt to ''bulldoze'' the institutions into submission. The Committee wants OBCs to enter world-class institutions, no less.

He said all institutions having quota for SCs and STs would have to reserve seats for OBCs as well.

About the resource mobilisation for funding such an ambitious programme, he said the Government would not be the sole funding agency. There are other ways like raising fund from corporate, and eliciting donation from alumni association. Each institution may be asked to suggest ways to raise resources to fund expansion, he told Awaaz Editor Sanjay Pugalia.

Mr Moily said lack of fund or qualified teachers would not come in the way of expansion of educational institutions in the country.
